SPOTLIGHT: RRC works for Our Future
RRC client, the Southwestern Region of the US Forest Service completed its strategic plan: Looking 20 Years into the Future.
This document represents a path forward with a two-decade vista for accomplishing landscape goals in the unique environments of the southwest.
The work toward achieving what the Plan describes requires relationships with those living in and visiting the southwest - partnerships in stewarding the land on which we all depend. This is especially important in the face of global environmental changes and effects that are still being understood.
This landmark plan is the region's touchstone for all that it does toward securing the health and vitality of the forests and grasslands under its management.

"I’ve been thinking a lot about the suffragist movement, the 100-year anniversary of the passage of the 19th Amendment, and how far women have come in the Forest Service. Last night I pulled out a speech my great-grandmother, Nellie Cooper, wrote and delivered in 1888 on women’s equal rights. I’m grateful she had the courage to speak out and bring attention to the topic in a time when that was unacceptable. I credit that courage and tenacity not only to her internal character, but to the unconditional support and encouragement she received from her parents. They celebrated Nellie’s strong character and loved her for who she was.
I experienced that same unconditional support from my father, who instilled in me that I could do anything I set out to do and not to be hindered by what society told me I should be. While my father worked for the Forest Service in Research, it never dawned on me to work for the agency. But I had a friend in college who told me tales from his summers fighting fire on the Apache-Sitgreaves, and it piqued my interest, so I applied for that first job." READ MORE

RRC client's work in Contaminated Site Cleanup was hugely acknowledged by NPS leadership today: when RRC started, the client was a tiny program buried under a mountain of unsung work. Today, they have been elevated to a Division, with the stature and standing to get the job done. It is so gratifying when BIG VISIONS are realized.

It is my pleasure to announce the creation of a new Division under PPFL, the Environmental Compliance and Cleanup Division (ECCD), which will be established through the elevation of the Environmental Compliance and Cleanup Branch, currently within the Park Facilities and Management Division.
The mission of the newly created ECCD, which will be led by Shawn P. Mulligan, is two-fold: to lead the development and implementation of NPS strategy, governance, and “best practices” to eliminate risks to human health and the environment and impairment of NPS resources and values caused by contaminated sites; and to enhance the environmental performance of NPS, ensuring compliance with applicable environmental requirements and standards.
The creation of ECCD will foster NPS capabilities to work effectively across the Department, other DOI Bureaus, and NPS directorates, programs, regions and parks to ensure that environmental compliance practices and remediation of contaminated sites are effectively aligned with, and fully support, the Department’s and Agency’s mission and strategic goals. The creation of ECCD furthers the Director’s priorities to improve efficiencies and modernize the Agency in order to provide the American public with greater access to, and an enhanced visitor experience of, our national heritage.

As the protection of water becomes increasingly important in light of climate change and growing population, effective engagement of the public is vital.

Today, Decision Lens announced that the National Park Service (NPS) has selected Decision Lens software to support its strategic prioritization of contaminated site cleanup projects across Park lands. Decision Lens software will be used to enhance strategic decision-making and its alignment with investment level decisions.
The NPS Contaminated Sites Program's (CSP) strategic advisor, Rebecca Reynolds Consulting (RRC), is developing the decision-making model that will be used to identify the highest value portfolio of site cleanups across its inventory. This model may also serve as a pilot for potential Department-level strategic decision-making across the other five bureaus addressing contaminants issues.
Since 1916, NPS has been entrusted with the care of our national parks. With the help of volunteers and partners, they safeguard these special places and share their stories with more than 275 million visitors every year. NPS preserves unimpaired the natural and cultural resources and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. Addressing contamination resulting from historic land use and/or operational activities is central to the NPS mission.

CSP is responsible for the establishment of policy and direction in contaminated sites cleanup. CSP oversees resource allocation for site cleanup, monitoring of cleanup progress, and provides strategic counsel to NPS senior leadership on contaminants issues. CSP has also recovered or avoided $175 million from third party polluters, costs that would otherwise have been borne by the American public.
